1 About the programme

The general objective of this Programme is to contribute to the continuous enhancement of Montenegro's competitiveness and the development of a knowledge- and innovation-based economy.

The specific objectives of the Programme are to:

  • Raise awareness among the wider public—including the university, academic, research and business communities, with a particular focus on young people—of the importance of innovation for sustainable development, as well as of support measures for the development of technological and social innovation, the start-up ecosystem, innovation-driven entrepreneurship and innovation infrastructure;

  • Promote innovation-driven entrepreneurship and foster a sustainable environment that enables the transformation of ideas into innovations and their successful commercialisation;

  • Strengthen the innovation capacities of enterprises in Montenegro through the promotion of innovation and enhanced cooperation between research organisations and the business sector.

Eligible Costs

The following categories of costs are eligible for funding under this Public Call:

  • Personnel costs for staff engaged in the implementation of the project. Project staff may be employed by the applicant or recruited specifically for the purposes of project implementation;

  • Fees and costs related to external experts and lecturers engaged for the implementation of the project;

  • Costs of equipment, materials and small inventory required for project implementation. Small inventory refers to materials and equipment with a unit value of less than EUR 300 (excluding VAT);

  • Project promotion and communication costs;

  • Travel costs directly related to project implementation;

  • VAT on eligible costs where the applicant is not entitled to recover it.

Project Duration and Implementation Period

Projects must have a duration of 3 to 6 months.

All planned project activities must be completed by the applicant no later than 31 March 2027.

Eligible project activities must be implemented at the national or regional level, depending on the target groups.

Where a project is implemented at the regional level, project activities must involve target groups from at least two municipalities within the region.

2 Eligible applicants

The following entities are eligible to apply under this Public Call:

  • Micro, small and medium-sized enterprises (hereinafter: MSMEs) established as legal entities in accordance with the applicable Law on Business Organisations and the Law on Accounting, registered with the Central Register of Business Entities of Montenegro (CRPS), having their registered office in Montenegro and majority private ownership. The ownership share of a large enterprise must not exceed 10%;
  • Non-governmental organisations (NGOs) registered in Montenegro whose fields of activity and operations are aligned with the objectives of this Public Call;
  • Public and private institutions operating in the field of cultural and artistic creation, as well as public and private institutions in the cultural heritage sector, registered in Montenegro in accordance with the Law on Culture and the Law on Museum Activity, respectively;
  • Public and private educational institutions registered in Montenegro in accordance with the General Law on Education

The following entities are eligible to apply under the Public Call: Micro, small, and medium-sized enterprises (MSMEs) established as legal entities in accordance with the applicable Law on Business Organizations (Official Gazette of Montenegro, Nos. 065/20, 146/21, and 004/24) and the Law on Accounting (Official Gazette of Montenegro, Nos. 145/21 and 152/22), registered with the Central Register of Business Entities of Montenegro (CRPS), having their registered office in Montenegro, and under majority private ownership. The ownership share of a large enterprise must not exceed 10%. Non-governmental organizations (NGOs) registered in Montenegro whose fields of work and activities are aligned with the objectives of the Public Call. Public and private institutions operating in the fields of arts and culture, as well as public and private heritage institutions, registered in Montenegro in accordance with the Law on Culture and the Law on Museum Activities. Public and private educational institutions registered in Montenegro in accordance with the General Law on Education and Upbringing.
Applications must be submitted electronically through the portal www.programifonda.me. To access the application process, applicants must first complete user registration.
Yes. However, a single applicant (institution/organization) may receive funding for only one application under this Public Call. This rule does not apply to universities in Montenegro.
The applicant may receive funding of up to EUR 8,000 under this programme line. Co-financing is not mandatory. However, if the applicant is able to provide co-financing (from its own resources or through partners or donors), the amount of co-financing should be specified in the application form.
Eligible activities under the Programme Line for Fostering an Innovation Culture include: Planning, designing, and implementing promotional campaigns to raise awareness of the importance of innovation and innovation-driven entrepreneurship. Organizing events that contribute to: promoting and popularizing innovation and innovation-driven entrepreneurship; and raising awareness of the importance of innovation for sustainable development, including concepts such as smart cities, the green transition, blue growth, and related topics.
Is prior approval from the Innovation Fund required for promotional materials? Yes. Grant beneficiaries are required to submit all promotional materials, press releases, event announcements, and similar communication materials to the Innovation Fund for approval. The materials must be sent to [email protected] and [email protected] at least seven days before the planned publication date to allow sufficient time for reviewing and correcting any potential issues. Beneficiaries may begin implementing their planned promotional activities only after receiving written approval by email from the Innovation Fund confirming that the submitted materials comply with the Communication and Visibility Guidelines. The Communication and Visibility Guidelines and official visual identity materials (including the Fund's logo and other branding assets) are available on the Innovation Fund's website in the Visibility section.
Yes. Upon completion of the project, grant beneficiaries are required to submit a Final Project Implementation Report. The final report consists of: a narrative report; a financial report; and any supporting documentation required. The report must be submitted no later than 15 days after the completion of the project and exclusively through the Innovation Fund's online portal. The Guidelines for Preparing the Final Report and the reporting templates are available for download from the same portal. The narrative report should describe the results achieved, while the financial report should provide a detailed justification of all project expenditures, in accordance with the approved budget. Supporting financial documents—such as invoices, receipts, bank statements, and similar records—must be retained as part of the project documentation. These documents do not need to be submitted to the Innovation Fund unless explicitly requested, for example as part of a document verification process, a random audit, or an on-site visit to the grant beneficiary.
