1 About the programme

Through this Public Call, the Innovation Fund of Montenegro (hereinafter referred to as the "Fund") seeks a strategic partner to act as a transparent intermediary in the design and implementation of a pre-acceleration programme for start-ups. The programme is intended to support entrepreneurs in validating their innovative ideas in the market and further developing their start-up projects.

The pre-acceleration programme is intended for formal and informal teams in the early stages of their entrepreneurial journey that aim to bring new products or services to the market. It is designed for teams jointly developing an idea or project with the potential to evolve into a start-up, as well as for newly established companies in the early stages of developing a start-up venture. The thematic focus of the programme, including the innovative ideas to be selected, should be aligned with the Smart Specialisation Strategy of Montenegro and/or the United Nations Sustainable Development Goals (SDGs).

As part of the application for this Public Call, applicants are required to submit a comprehensive pre-acceleration programme for innovative entrepreneurs that is fully aligned with the requirements of this Public Call. The final version of the programme will be further refined and agreed upon with the Fund following the completion of the evaluation and selection process for the strategic partner.

 
 

2 Eligible applicants

Applications under this Public Call may be submitted by a single legal entity or by a consortium consisting of multiple legal entities from the business sector, the public sector, the higher education sector, or the non-governmental sector (including research institutions). The lead applicant must meet the following eligibility criteria:

  • be a legal entity registered in Montenegro and listed in the Register of Innovation Infrastructure Entities maintained by the Ministry of Science and Technological Development;
  • have proven experience in managing programmes and projects, as well as the necessary human resources and relevant competencies, including the financial and administrative capacity to manage and implement a pre-acceleration programme;
  • provide access to specialised business premises and equipment, as well as professional and advisory services for innovative legal entities and individuals;
  • demonstrate the capacity to engage leading national and international experts to provide training, mentoring, and support in the development of market-ready business ideas.

In the case of a consortium, the other consortium members may be legal entities established in Montenegro or abroad.
