1 About the programme

The Programme provides non-repayable financial support (hereinafter referred to as "grants") to micro, small and medium-sized enterprises (MSMEs) and research and knowledge dissemination organisations (hereinafter referred to as research organisations (ROs)) implementing research and development (R&D) projects aimed at developing new products, services, technologies or processes.

The primary objective of the Collaborative Innovation Grants Programme (hereinafter referred to as the Programme) is to encourage MSMEs to actively and effectively collaborate with research and knowledge dissemination organisations or research organisations registered in the Register of Centres of Excellence, licensed institutions and organisational units in accordance with the Law on Scientific Research Activity (Official Gazette of Montenegro, Nos. 80/2010, 40/2011 – other law, 57/2014 and 82/2020), with the aim of increasing the development and introduction of innovative products and processes resulting from applied research and development activities.

In the long term, the Programme seeks to increase the share of innovative MSMEs that develop products new to the market or introduce process innovations, while reducing the share of non-innovative MSMEs with innovation potential. The Programme supports business innovation by encouraging research and development, strengthening cooperation between the business and research sectors, and promoting the implementation of research and development activities, as well as technology and knowledge transfer.

Over the medium term (three to five years), the Programme aims to establish a pipeline of high-quality innovative projects with a high level of readiness for further development and commercialisation, while strengthening the innovation capacities and capabilities of MSMEs and research organisations through research and development activities.

2 Eligible applicants

Eligible applicants under this Public Call are micro, small and medium-sized enterprises (MSMEs) acting as the Lead Applicant, in partnership with a research and knowledge dissemination organisation or a research organisation established in Montenegro, acting as the Co-applicant.

Eligible applicants must qualify as one of the following categories of MSMEs:
