New Smart Specialisation Strategy 2026–2031, Accompanied by the Action Plan for 2026–2027

The Government of Montenegro has adopted the Smart Specialisation Strategy of Montenegro 2026–2031 together with the Action Plan for the period 2026–2027.

As the overarching strategy for research, innovation and the development of a knowledge-based economy, the Strategy provides a framework for directing investment into areas with the greatest development potential, strengthening the competitiveness of the economy, connecting science and business, accelerating the green and digital transition, and preparing capacities for the use of funds that will become available to Montenegro upon accession to the European Union.

The Strategy builds on the first smart specialisation cycle, ensuring continuity of development policies based on knowledge and innovation.

The new Strategy identifies five priority areas:

1. Construction tailored to nature and people
2. Energy and sustainable environment
3. Sustainable agriculture and food value chain
4. Innovative, regenerative and sustainable tourism
5. ICT and digital innovation

The Action Plan for 2026–2027 encompasses 100 activities with a total value of €94.7 million, aimed at developing the innovation ecosystem, technological modernisation and sustainable development.
