Through 10 programs and 23 public calls, the Innovation Fund of Montenegro has financed 278 projects so far, of which 109 projects were supported in 2025 with over 4.1 million euros in allocated funds.
Over the past four years, the Innovation Fund of Montenegro has grown alongside the community it supports. From the first programs to today's complex initiatives, the Fund's development has been marked by trust, hard work, and a growing number of people and organizations who believe that a better and more competitive Montenegro can be built through innovation. During this period, the Fund has grown into an institution that connects entrepreneurs, the scientific research community, and the academic and business sectors with top experts, opens doors to international investors, and creates conditions for domestic ideas to find their way to the global market.
Through ten support programs and 23 public calls, a total of 278 projects have been financed, with a total value exceeding 12.2 million euros. In 2025 alone, 109 projects were supported, with allocated funds amounting to more than 4.1 million euros. Behind every project are people, teams, and ideas that together make up the mosaic of a modern, creative, and resilient innovation ecosystem in Montenegro. This growth is not just a sum of numbers, but a confirmation that the culture of innovation is maturing in Montenegro and that an increasing number of teams have the capacity and courage to turn their ideas into concrete solutions.
Since its inception, the Fund has been dedicated to establishing high standards in project evaluation. The evaluation system is clearly defined, transparent, and fully aligned with European practices, and every application goes through an international and independent evaluation. So far, more than 250 international experts have participated in this process, while in 2025 alone, 119 evaluators from over 30 countries were engaged in the peer-review phase. In the second evaluation phase (Pitch), projects were evaluated by members of expert commissions from Serbia, Portugal, Germany, Switzerland, Ireland, and Colombia, and for certain programs, up to five independent evaluators per project were included to ensure the highest level of objectivity and quality.
The year 2025 showed how important this support system is. A record interest from the innovation community was recorded, with a total of 470 received applications and more than 18 million euros in requested support. During the year, public calls were published for six support programs and two strategic initiatives, and the total contracted financing amount exceeded the planned budget by more than 40%.
“The results achieved in 2025 confirm that systematic and long-term support for innovation yields concrete and measurable effects. The Fund's goal is not only to finance projects but to create a stable framework in which ideas can grow, from the initial phase to commercialization and entry into international markets,” said Katarina Lalović, Acting Executive Director of the Innovation Fund.
An additional impulse to the development of the innovation ecosystem was provided through the Draft Plan for Support of Innovation Activities, by which the Government of Montenegro allocated an additional six million euros to the Innovation Fund. These funds are intended to strengthen existing support programs and introduce new ones, as well as to strengthen the capacities of innovative enterprises for participation in future structural and cohesion funds, and to improve the capacities
of the Fund itself to manage complex support programs, including IPA III and future European Union funds.
At the same time, international cooperation remained one of the strategic directions of the Fund's activities. Participation in projects within the Interreg program, Erasmus+, and European Commission initiatives, as well as cooperation with the European Union, UNDP, UNECE, the World Bank, and numerous partners, have further strengthened the Fund's capacities and the visibility of the Montenegrin innovation ecosystem.
“International cooperation allows us to provide Montenegrin innovators with access to knowledge, partnerships, and financial instruments that transcend national borders. Through joint projects and networking with European and regional partners, we are strengthening Montenegro's position in the European innovation space,” said Saša Ivanović, Head of the Strategic Planning and International Cooperation Sector at the Innovation Fund.
In parallel with the strengthening of domestic programs, the Fund also launched two new strategic initiatives during 2025. The first relates to the establishment of the Regional Accelerator for Sustainability and Artificial Intelligence, aimed at supporting startups from Montenegro and the region, while the second relates to the GovTech program, intended for the development of innovative solutions in the public sector. During 2025, the first phase of the GovTech program was successfully implemented, within which 91 challenges from public institutions were reported, 76 of which were selected for further development in Phase II. The public call for financing innovative solutions is planned for the beginning of 2026, while the approval of challenges in the first phase does not imply automatic financing, but the projects in the next phase will be subject to international evaluation.
“We are particularly pleased to enter the implementation of Phase II of the GovTech program, as it opens up space to improve concrete public services through innovative solutions and strengthen cooperation between institutions and the innovation community,” emphasized Lalović.
Special attention during 2025 was paid to sustainability and the responsible development of innovations, through the establishment of the Environmental and Social Management Framework (ESMF), which ensures that projects are implemented in accordance with national legislation and best international practices.
In the coming period, the Innovation Fund will continue to carefully listen to the needs of innovators, the academic community, and the economy, with a clear focus on the development of high-quality, sustainable, and internationally competitive projects. The achieved results confirm that Montenegro has the potential, knowledge, and people to build a strong innovation ecosystem, with institutional support that ensures stability and a long-term perspective.
APPENDIX – OVERVIEW OF FINANCED PROJECTS IN 2025
During 2025, thanks to additional funds and increased interest from the innovation community, the Fund supported a significantly larger number of projects. A total of 108 projects were financed, with allocated funds amounting to 4,137,429.35 euros. At the same time, a record interest from the community was recorded, with 470 received applications and more than 18 million euros in requested support, which clearly confirms the need for continuous and systematic support for the development of innovations. I – Innovation Enhancement Program for Micro, Small and Medium Enterprises – This program line encourages cooperation between micro, small, and medium-sized enterprises and scientific research organizations. The focus is on projects that contribute to the development of new products, services, technologies, or processes, and the possible grant amount from the Fund is from 50,000 to 200,000 EUR per project. In 2025, 14 projects were supported, with a total value of 2,435,454.15 EUR.

II – Proof of Concept Program (PoC) – This program recognizes the need to support innovation in the earliest stages of research, with the aim of proving the technical feasibility and market potential of new technologies, processes, or solutions. The program provides pre-commercial capital for the technical and commercial validation of innovative concepts, as well as strengthening the capacities of the private sector and scientific research institutions for research and development. The support amount per project ranges from 20,000 to 40,000 EUR, and in 2025, 19 projects were supported, with a total of 691,103.79 EUR in approved support.

III – Early Stage Startup Support Program – This program line is intended to improve the startup community in Montenegro by supporting the growth and development of existing and new startup companies. Teams or existing startup companies developing solutions with high market growth potential can apply for the program. The Fund's grant of up to 35,000 EUR per project provides them not only with financial but also with mentoring support, which is extremely important in this stage of development. In 2025, 12 projects were supported, with a total of 390,789.40 EUR in approved funds.

IV – Innovation Vouchers Program – This program is designed as a fast and efficient way to support micro, small, and medium-sized enterprises that want to improve their products, services, or processes through cooperation with scientific research institutions. The value of the vouchers ranges from 2,000 to 10,000 EUR, and in 2025, we awarded 14 vouchers with a total value of 123,442.58 EUR.

VI – Implementation of Educational Programs in Smart Specialization Areas – This program line aims to achieve a continuous contribution to the growth of Montenegro's competitiveness and the building of an economy based on innovation and knowledge by engaging prominent professionals, scientists, innovators, and/or entrepreneurs from the country and abroad, who could, in a structured form, through training courses lasting up to 6 months, contribute to improving the knowledge and skills of young people (pupils, students, young researchers, and professionals). The maximum amount of support is 10,000 EUR per project. In 2025, 28 projects were supported, with a total of 269,658.96 EUR in approved support.
