Two Million Euros for Innovations in the Public Sector

The Innovation Fund of Montenegro has published a Public Call for the second phase of the GovTech program, intended for enterprises and research organizations for the development of innovative technological solutions tailored to the needs of the public sector. The total budget of the Public Call is two million euros.

The GovTech program connects the public sector with the innovation ecosystem, with the aim of solving concrete challenges of public administration by applying modern technologies.

In the first phase of the program, public sector institutions reported concrete challenges for which there are no adequate solutions on the market. The Fund's expert commission selected the challenges with the greatest potential to be solved through innovative technological approaches. In the second phase of the program, companies and scientific research organizations have the opportunity to submit proposals for innovative solutions for the selected challenges. The projects selected after the evaluation will receive financial support for prototype development, pilot testing, or adapting existing technologies to the needs of the public sector.

The Public Call represents an opportunity for companies and scientific research organizations to, with financial support, develop and test their solutions in cooperation with public institutions. The Innovation Fund invites interested entities to actively participate in the program and offer innovative solutions to the specific challenges of the public sector.

Eligible to participate in the Public Call are:

  • micro, small, and medium-sized enterprises (MSMEs), including startups;
  • research and knowledge-dissemination organizations, i.e., research organizations.

The maximum funding amount per project depends on the type of solution:

  • up to 200,000 euros for the development of a completely new solution that does not exist on the market;
  • up to 100,000 euros for the development and adaptation of an existing solution to the needs of the public sector.

The grant can cover up to 80% of total eligible costs for enterprises, and up to 90% for research and knowledge-dissemination organizations, while the remaining amount is provided from the applicant's own funds. Projects should result in technologies ready for practical application in the public sector, with a maximum project duration of up to 18 months.

Applications are submitted exclusively online, via the Fund's Programs portal, no later than March 13, 2026, by 15:00.

In order to provide additional support to interested applicants, the Innovation Fund is organizing an Info Day in Podgorica, on Monday, February 9, 2026, starting at 10:00 AM, at the Science and Technology Park of Montenegro (Unicorn Hall, 2nd floor).

During the Public Call, online "Open Doors" sessions will also be organized via the Zoom application. The access link will be published on the Fund's website and social networks.
